The Impact of Monitoring and Evaluation on Enhancing Institutional Performance in the Irbid Directorate of Agriculture

Abstract
This study aims to evaluate the strategic role of Monitoring and Evaluation (M&E) systems in enhancing institutional performance at the Irbid Directorate of Agriculture, a key agricultural region in northern Jordan. The study adopted a descriptive-analytical approach, utilizing a specially designed questionnaire to collect data from a stratified random sample of 100 employees and administrators within the directorate, covering various specializations and job positions. Data were analyzed using the SPSS statistical package, applying advanced statistical methods such as correlation coefficients, regression analysis, T-tests, and ANOVA. The results revealed a statistically significant positive impact of M&E systems on improving institutional performance. Operational efficiency improved by 37%, program effectiveness increased by 44%, and farmer complaints decreased by 52% due to enhanced transparency and accountability. Statistical analysis indicated that employees with over ten years of experience and higher qualifications were more aware of the impact of these systems.
